EU Disburses €4.36 Billion to Ukraine Under 2026–2027 Support Loan

On 5 November, the European Union disbursed €4.36 billion to Ukraine, comprising €3.7 billion in macro-financial assistance and €660 million in defence support. The funding supports government financing and national resilience rather than a private-sector loan facility. The disbursement creates opportunities in financial oversight, public expenditure monitoring and procurement services; HPC can support funding analysis, financial risk assessments and project-finance research.
