Paraguay Introduces New Public Procurement Rules for Innovative Solutions

On 27 October 2026, Paraguay’s National Directorate of Public Procurement announced Resolution DNCP No. 3,033/26, establishing a special framework for public institutions to procure research, development and validation of innovative solutions that are not yet available commercially. A separate procurement process can follow once a solution has been validated; no national programme budget was disclosed. The rules create opportunities for legal advisers, compliance consultants and technology firms.
